He was number two at the Embassy of Cabo Verde in Washington, D.C. between 2002 and 2008. Director General of Global Affairs between 2010 and 20015 and Chargé d’Affaires of the Embassy of Cabo Verde in Côte d’Ivoire from 1999 to 2000.
